When boiler reaches full temp 60c radiators have heated quite well but when the boiler shuts off it circulates until system temp drops to 35 before coming back on by which time rads have cooled of noticeably again.

I'm guessing it is to keep any condensation under control in the fire box to reduce chances or corrosion. When I have ran my boiler at a lower temp I did not see any change in wood use, just more smoke.
